The Save America's Forgotten Equines (SAFE) Act (H.R. 1661/S. 775), reintroduced in 2025, aims to permanently ban the export of American horses for slaughter. Thousands of American horses are still being shipped to slaughter. Kill buyers continue to profit from buying horses at auction, then sending them to Mexican or Canadian slaughterhouses.
